Oh, please.

What a crock.
"Canada is "very worried" by a U.S. proposal that its airlines provide passenger lists for planes flying through American airspace rather than actually landing in the United States..."We don't think it's a good idea that Canadians traveling from one (Canadian) city to another would have to be checked (against) the American no-fly list."
Flights are always cutting across corners of other countries to get where they're going; if you fly from Minneapolis to New York, you will spend some time over Canada. Civil aviation transit through the airspace of another country is a pretty basic right, established in 1944 by the Chicago Convention of the ICAO.

Back in the late 1980's when US airlines began to fly through Soviet airspace on the way to Japan, they did it to save fuel. We still do it today. There are some rather sensitive military areas along the coastline, but in the waning days of the Soviet Union, the Russians were pretty cool about the whole thing. Plus, we paid them for the privilege of overflight, just like the Canadians pay us.

There was a period in the depths of the Cold War, when the Soviets didn't honor the Convention.That was when they shot down KAL 007. A few years later, Mathias Rust embarrassed them, and shortly after that they decided to allow overflights. When the time came, they agreed to abide by the basic tenets of the Agreement that the rest of the civilized world had settled on.

But the Russians have never demanded passenger lists for simple overflight. That would be too paranoid, even for them. Personally, I don't feel safer knowing that Cat Stevens not only can't fly into the US, but he can't even fly over it.
